What happened to 21 and over!

I thought this club was supposed to be 21 and over. My husband and I (27 & 28), went to see Tito "El Bambino" perform, and we crowded by the throngs of x's (minors)!!!!!! There was no room to dance or enjoy the performance, and these little girls behaved worse then teeny bobber fans at a Justin Timberlake peformance! H2O, what happened!!!!!!!
